Each month, the U.S. Department of State releases a visa bulletin that determines who can move forward in the green card process. For many waiting patiently in the employment-based and family-based immigration lines, these updates are more than dates—they are hopes, plans, and futures.

The August 2025 Visa Bulletin dropped on July 16, 2025, and while it brings good news for some, it also sounds the alarm for others. The Headlines: What Changed in August?

Major Retrogression in EB-2 Worldwide

If you’re applying under EB-2 (Employment-Based, Second Preference) and you're from the Rest of the World, Mexico, or the Philippines, here’s the harsh truth:

→ Your Final Action Date moved backward six weeks—from October 15, 2023, to September 1, 2023.

This means that unless your priority date is before September 1, 2023, your green card can’t be issued right now.

The U.S. Department of State has issued a strong warning: EB-2 could become "unavailable" before the end of the fiscal year in September if demand stays high.

What does this mean? If you're close to eligibility, this may be your final window to act before the door temporarily shuts.

EB-3 India Gets a Tiny Boost

After months of stagnation, EB-3 India finally sees a small advancement:

→ The Final Action Date for EB-3 India moved from April 22, 2013, to May 22, 2013.

It’s not huge, but it’s a start. For Indian professionals in the backlog, this one-month move forward is a flicker of hope that things could finally begin shifting again.

Tip: If your priority date just got current, move quickly on your adjustment of status filing or immigrant visa processing.

EB-5 Investor Visas Show Unexpected Momentum

There’s significant progress in the EB-5 Unreserved Category (Direct Investors):

→ India: Moved forward to November 15, 2019

→ China: Advanced to December 8, 2015

This leap is substantial, especially for Chinese investors, who’ve been stuck in visa gridlock for years. It shows that unused EB-5 numbers from earlier in the year are now being reallocated.

What’s behind this? Fewer filings earlier in the year may have freed up visa slots, now pushing dates forward to avoid wasting visa numbers before the fiscal year ends.

Final Action Dates vs. Filing Dates

Final Action Date: This is when a green card can actually be issued.
Date for Filing: This lets you submit your documents early, even before a visa is available.

For employment-based categories, USCIS is using Final Action Dates in August 2025 to determine who can file.

Why does this matter? Because it tells you whether your I-485 (adjustment of status) can be approved—or just sit waiting in a queue.
